Added support for layers

In draw mode, there is now a button which lets you cycle through the layers (as set up in the room editor). This means that you can easily place polygons below or above each other. You will still need to make sure by yourself that the layer you have selected is an instance layer (as opposed to something like a background layer). Of course, this is all saved with the save manager.
